After over two years’ innovation, the time for handling foreign-related commercial cases has been reduced by 50 percent and the number of agreed jurisdiction cases has increased by 163.5 percent.
The impartiality and efficiency of Shenzhen Qianhai Cooperation Zone People’s Court attracts more and more commercial subjects for trials.
Streamline internal division is the key to the court’s high efficiency. Qianhai court implements work post responsibility which prevents the cross and overlap function of different posts and prevarication.
At the same time, the judiciary administration and trial affairs department report directly to the court president which avoids the improper influence of judiciary administration department on judicial power.
The appointment of people’s assessors from Hong Kong marks an important step on the road to the nation’s judicial reform.
In a bid to meet various demands from litigants, the court has also recruited mediators from Hong Kong to reconcile legal disputes. The approach enables the court to explore advanced ideas and solutions in its mediation system by drawing experience from Hong Kong.
“As of June 30, the number of cases trialed with the participation of Hong Kong people’s assessors reaches 60 and the number of cases successfully mediated by Hong Kong mediators reaches 96,” introduced Sun Pu, director of the Research and Publicity Center of the Trial Affairs Department.
Now it only takes Qianhai court 9.6 months to conclude a case that involves foreign, Hong Kong, Macao or Taiwan parties which took 17.2 months before the concentrated jurisdiction. The long period for concluding a case used to bother many parties, according to Sun.
Approved by Guangdong Higher People's Court, Qianhai court has a concentrated jurisdiction over all Shenzhen’s commercial cases that involve foreign, Hong Kong, Macao or Taiwan parties, which obviously increases its efficiency. (Chen Xiaochun)
