The fourth Qianhai Legal Intelligence Forum was held in Shenzhen on Nov.2 to discuss the latest development and practices of international commercial mediation services. The “Mediation First” Letter of Commitment was signed and the achievement of the country’s first platform of Legal Map of Belt and Road was unveiled at the forum.
Themed “International Commercial Mediation: International Experience and China’s Practice,” the forum attracted over 200 audience members from the courts, administrative agencies, law associations, and arbitration and mediation agencies to attend.
Yu Xinguo, president of the city’s law society, said at the forum that in the future, Shenzhen will seize the strategic opportunity of the construction of the Guangdong-Hong Kong-Macao Greater Bay Area and the pilot demonstration zone of socialism with Chinese characteristics to constantly improve the diversified international commercial dispute resolution mechanism and promote the formation of commercial mediation rules that are in line with international rules and practices.
“Shenzhen will cooperate with Hong Kong to build an international legal service center and an international commercial dispute resolution center, and strive to create a stable, fair and transparent international business environment, which will provide strong legal protection for the construction of the greater bay area and the pilot demonstration zone,” Yu said.
A signing ceremony of the “Mediation First” Letter of Commitment was held at the forum to promote the mediation culture and enhance the mediation cooperation between Guangdong, Hong Kong and Macao. Eighteen representatives from industry associations and enterprises participated in the event.
The achievement of the platform of the Legal Map of Belt and Road was also released at the forum. As the country’s first large legal database in Chinese, the project was initiated by the Authority of Qianhai to serve the construction of the Belt and Road Initiative and the Chinese enterprises' demand for public legal services during the process of “going global.”
The platform plans to promote the establishment of the extraterritorial law identification service and the trade facilitation and rule of law standards, as well as enhance the internationalization level of the modern service industry in Qianhai by providing comprehensive public legal services to the country, local governments and enterprises, such as guidelines on the macro environment of the “Belt and Road” construction, compilation of major extraterritorial business and trade regulations, and law identification services.
Ni Yong, vice director of the Authority of Qianhai, introduced that the platform has collected commercial and economic law practices and cases, regulations, policies and related legal knowledge from 64 countries and regions along the “Belt and Road” route, with over 8.9 million words.
The platform was put into trial operation on April 26 and is currently functioning well.
The forum is organized by the Shenzhen Intermediate People's Court, the city’s law society, the city’s justice bureau and the Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone of Shenzhen. The Supreme People's Court, China Law Society and Collaborative Innovation Center of Judicial Civilization provided support to the forum.
